ST. PAUL, Minn. (AP) – A prosecutor has declined to bring felony charges against two St. Paul police officers after an arrest captured on video shows one of them kicking a man. Olmsted County Attorney Mark Ostrem said yesterday there was “insufficient proof” the officers used unreasonable force. A YouTube video of the August arrest shows Officer Jesse Zilge kicking Eric Hightower as Hightower lay on the ground.

SPRING LAKE PARK, Minn. (AP) – Authorities have arrested a suspect after a clash between duck hunters ended with a shotgun being fired at one hunter in Dakota County. Sheriff’s deputies were called to Spring Lake Park just after 2:30 p.m. yesterday on a report of shots fired at a duck hunter. ST. PAUL, Minn. (AP) – The Minnesota Pollution Control Agency has agreed to add lakes and rivers that can’t sustain wild rice beds because of pollution to its list of impaired waters. Federal law requires states to clean up polluted waters. But Minnesota Public Radio reports the MPCA didn’t agree to include impaired wild rice waters until the environmental group WaterLegacy recently spoke up.

ST. PAUL, Minn. (AP) – A new 4.3-mile track at Camp Ripley will give emergency responders from throughout Minnesota a chance to train for disasters and practice tactical driving maneuvers in a variety of conditions. The Emergency Vehicle Operations Course opened yesterday at Camp Ripley in Little Falls.
